Expected behavior

The work in #2360 reverted the fix provided in #2231

Foreground color is no longer used in power line themes.

Current behavior

The foreground color should be used for power line themes.

Steps to reproduce

export POWERLINE_PROMPT_FOREGROUND_COLOR=15
bash-it reload

Note the foreground color does not apply and you end up with low contrast unreadable prompt
