fix(ci): fix .markdown-lint.yml duplicate keys and MD030 config

- Remove duplicate MD007/MD030 keys that caused YAML parse failure
- Disable MD030 entirely (repo mixes 1-space unordered and 2-space
  ordered list markers; no single setting satisfies both)
