Add Developer edition column to SQL Server 2025 features table
- Add combined column for Enterprise Developer and Standard Developer editions
- Position after Express and before Evaluation column
- Use same feature support as Developer edition from earlier versions table
- Remove superfluous footnote since Developer editions are now explicit in table
- Add extra line break in column header for better readability
