Move SDK 1.1-1.6 to out-of-support section on downloads-archive page (#6498)

* Move SDK 1.1-1.6 to out-of-support section (fixes #5653)

Versions 1.1 through 1.6 were listed under 'Stable releases' with no
indication they are out of support. Moved them under the existing
'Out-of-support stable releases' section, matching the lifecycle info
on the release channels page.
