Bump version to 0.1.3 and guard against pyproject drift

Aligns the wire package version with dqlite-dbapi and sqlalchemy-dqlite,
which had drifted ahead across prior release cycles. Both lower-layer
packages have received substantive functional changes since 0.1.0, so
a unified version gives consumers a single coordinate to pin against.

Adds tests/test_version.py which asserts the pyproject.toml version
matches __version__ so future drift trips a test, not a bug report.
