Native finder: progress never finishes

Testing #23482

On Refresh, the progress bar never stops however the log says it already finishes

with all the changes to python env discovery I think this issue is likely resolved. Have you run into it in the meantime @rebornix? If not then maybe we close as stale since I haven't seen this behavior or seen another report that I can remember
