Updated the Docker file for JAX AI Image + MaxDiffusion build and updated the getting started tutorials to use JAX AI Image instead of JAX Stable Stack. Also, updated the daily image builds to use the new Artifact Registry repo and added a new mode "jax_ai_image" which performs the exact same as the mode "stable_stack". As of now both modes are supported but in a follow up pr, will deprecate mode "stable_stack".
