[Hardware Support] Add support for Shanghai Fudan Microelectronics (FMSH) NOR Flash

Hello ArduPilot Team,

I am Regan Lai, Regional Manager at Shanghai Fudan Microelectronics.

We are looking to ensure our industrial-grade NOR Flash memory series is officially supported within the ArduPilot ecosystem to better serve our customers in the UAV industry.

Hardware Details:
Vendor: Shanghai Fudan Microelectronics
Part number: FM25Q128AI3
Vendor ID: 0xA1
Device ID: 0x4018
Interface: SPI / QSPI

We have many customers in mainland China already using these chips in flight controllers, and we want to upstream this support to the main branch for better long-term maintenance.

We are happy to provide hardware samples to core maintainers for verification and testing. Please let us know the preferred process for submitting a Pull Request or if you can assist in adding these IDs to the MTD driver.

If you know of a developer that has already written an ArduPilot driver for this device could you ask them to raise a Pull Request against this repo?

Great! It would also be good if we could get a PR for an autopilot that uses the driver (aka porting) because we don't like to have drivers in the code that are not actually used. This could come later though I think
