Headings are used quite a lot within existing infoboxes. Whilst it's not ideal and causes some challenges around accessibility (with incorrect nesting of subheadings) - in order to ease the migration we should support this use case while we don't have suitable alternatives.
This change:
Cardspec to NOT exclude headingsfrom-bodyxmltest to capture the change. No changes to the transformers were required.
