We "recently" started using groups in our pipelines, which breaks the decryption logic expecting a single toplevel
steps. Encountered while working on the macOS upload failure due to a new agreement having to be accepted (I thought that necessitated a new certificate, so I'm also updating the docs in JuliaCI/julia-buildkite#403).
