Add a general Naming Convention AIP to go along with other "polish" category guidance (documentation, file layout). This content was pulled directly from https://cloud.google.com/apis/design/naming_convention with duplicate guidance that has been spread across AIPs replaced by references to those disparate AIPs. So, this is a backfill of existing guidance.
