The code changes to fix the CVE were made in tomcat-coyote, not tomcat-catalina. The specific commits (for the Tomcat 9 fix. See https://tomcat.apache.org/security-9.html#Fixed_in_Apache_Tomcat_9.0.116) are apache/tomcat@1b586d6 and apache/tomcat@6d478db. All of the functional changes are in
org/apache/coyote/**andorg/apache/tomcat/util/http/**which are part of tomcat-coyote but not tomcat-catalina (see build.xml)
