Docs: Add Google Colab TPU runtime installation guide and troubleshooting

This PR adds a dedicated documentation section for using malariagen_data
on Google Colab with a TPU runtime.

• Reproduced installation failure on fresh v2-8 TPU runtime.
• Documented root cause (distutils-installed blinker==1.4 conflict).
• Added structured workaround steps.
• Separated installation issues from GCS authentication troubleshooting.

This should help reduce repeated install-related issue reports for TPU users.

just wanted to add some context here — since this is a pure documentation change with no modifications to any Python files or logic, workflow tests wouldn't have anything to validate. The workaround described has been manually verified by steps on a Colab TPU runtime.
