Purpose
This pull request introduces a minor enhancement to resource group tagging in the infrastructure code. The change adds a new tag to help identify the creator of the resource group.
resourceGroupTagsresource now includes aCreatedBytag, which is set to the username part of the deployer's principal name. This helps track who created the resource group.Does this introduce a breaking change?
