Add Hello World command to GitHub Pull Requests extension

This PR implements a new "Hello World" command as requested in the issue. The command provides a simple demonstration of the extension's command system by displaying an informational message when executed.

Changes Made

• Added command definition in package.json with proper VS Code extension manifest structure
• Added localized title in package.nls.json following the existing localization pattern
• Implemented command handler in src/commands.ts that displays "Hello, World!" message

Implementation Details

The command follows established patterns in the codebase:

• Uses the pr.helloWorld command ID consistent with other pull request commands
• Categorized under "GitHub Pull Requests" for easy discovery in Command Palette
• Implements minimal functionality with vscode.window.showInformationMessage()
• Follows existing code style with proper indentation and formatting

Usage

Users can execute the command through VS Code's Command Palette (Ctrl/Cmd+Shift+P) by searching for "Hello World" under the GitHub Pull Requests category.

The implementation is intentionally minimal and surgical, adding only the essential code needed for the command to function without affecting existing functionality.

I tried to connect to the following addresses, but was blocked by firewall rules:

  • Triggering command: node ./out/src/test/runTests.js (dns block)
