[WIP] Implementation of Hello World Command

• Add command declaration to package.json under contributes.commands
• Add localized strings to package.nls.json for the command title
• Register the command implementation in src/commands.ts to show "Hello, World!" message
• Build and lint the changes to ensure they follow project standards
• Test the command functionality manually
