MCP Profile

• Review AlexO's PR for CEL + MCP Profile
• The contents of each field in the mapping don't have to be CEL, they could be any expression that resolves to a value, that the implentation understands. Could be CEDAR, OPA or anything else.
• Would be good to see some examples of a couple of possible expressions.
• But in that case the PEP (or GTWY) would potentially need to understand all possible expression languages. Better interoperability if we set a language. So back to CEL.
• Error codes:* HTTP error + MCP Error are both required so the client knows if a tool failed
